Community Foundation of Boone Co. awards $25,000 to Sylvia’s CAC

Funding comes at critical time of disruption and uncertainty

Sylvia’s CAC has been awarded $25,000 in unrestricted funds from the Community Foundation of Boone County as part of their fall grant cycle. This funding comes at a critical time for Sylvia’s CAC.

“The government shutdown, ever how long it lasts, has already posed challenges,” says Kassie Frazier, Executive Director of Sylvia’s CAC. “We can’t get reimbursed for forensic interviews currently, and the outlook from Washington suggests we may not start receiving reimbursements until much later in 2026, even if the government reopened right away. This means we are covering costs for services with the hope and promise of maybe being reimbursed for them later as we had been.” Some of our federal funding streams have been paused and one is facing a significant reduction.  This may mean we will cover costs for services from our small reserves, this is not sustainable over a long period. 

“Unrestricted funds are also critical to being able to flexibly spend where it’s needed,” says Frazier. “Grant funds usually have restrictions, which is normal and expected. Often times grants want to know they’re spending money on very specific things, like forensic interviews, prevention education, or maybe computer hardware or software that supports those services. But sometimes the roof has a leak and the water heater goes out. We need unrestricted funds to cover repairs, maintenance, and even ordinary operational expenses like utilities, accounting, and professional services.”

All the funds from this gracious Community Foundation of Boone County grant are being put toward covering current and presumed short-term funding losses from the federal government and the expected 40% loss to Victims of Crime Act (VOCA) funds. “If and only if these funds stabilize, then we’ll put this $25,000 to use doing much-needed upgrades to our home here on Washington Street,” says Frazier.
